I haven’t found independent confirmation yet, but Judge Restrepo’s Wikipedia page now says that he received his commission today.

Update: commenter Ira Brad Matetsky helpfully points out below that Judge Restrepo’s commissioning today is confirmed on his Federal Judicial Center biographical page.
